Total Maximum Daily Load Grant Program - Annual Program Summary

Purpose
This program provides grants to assist municipalities with the cost of wastewater treatment or stormwater projects needed to meet the requirements of Total Maximum Daily Load (TMDL) implementation plans under Section 303(d) of the federal Clean Water Act.

Customers and Services
Any municipality needing to construct a wastewater treatment or stormwater project to comply with a point source wasteload allocation under the requirements of a TMDL implementation plan is eligible. The Minnesota Pollution Control Agency (MPCA) calculates the essential project component percentage to determine the TMDL eligible project cost, and reviews and certifies to the Public Facilities Authority (PFA) those projects that have plans and specifications approved. The PFA awards grants for up to 50 percent of the eligible project costs based on the estimated cost submitted by the applicant or the as-bid costs, whichever is less.

Funding Source and Allocation
Funding of $2M was appropriated in the 2005 bonding bill and an additional $5M was appropriated in the 2006 bonding bill; the funding is available through December 2010.
