Performance-Based Agreements FAQ
No, only milestone payments may be authorized for job development and placement services. An intake fee may apply if the person is referred for other services.
No, we do not pay vendors to interview clients under PBA. They donate their time so they can decide if the client is a fit for their services, just as the client is deciding if the vendor is a fit for him/herself. The vendor will decide whether or not they want to work with someone from interview(s) with him/her. They may actually want to meet with a person more than once to determine this. They need to let the VR counselor know if they are interested so a placement planning meeting can be set up. The vendor becomes committed to working with the person when they, along with the VR counselor and client, sign the Placement Plan at a joint planning session.
No. The PBA rates are intended to reimburse providers for the costs associated with developing new relationships and jobs with new employers. If a job offer occurs during another service, like Assessment or WAT, the VR counselor would authorize job coaching on a fee-for-service basis.
No. The number of hours authorized is based on the VR counselor’s professional judgement.
Job-Seeking Skills
Yes. Providers can develop pre-placement services, such as job-seeking skills training, and amend Operating Agreements to include a complete menu of services that may be authorized on a fee-for-service basis by the VR counselor. (Note: All services must be CARF-accredited, or the provider must commit to achieving accreditation in the next site survey.)
