Limited Use Vendors and Spending Limits
These are service providers not accredited with Commission on Accreditation of Rehabilitation Facilities (CARF), and Rehabilitation Services imposes limits on the level of business to be conducted annually with these vendors. Administrative office staff will monitor the following spending limits of LUVs and advise Rehabilitation Area Managers when LUVs are approaching maximum levels:
- $20,000 Annual Limit: Businesses that are registered with the Minnesota Secretary of State’s Office may conduct business, up to $20,000 annually, with Rehabilitation Services’ VR Program after a Limited-Use Vendor Operating Agreement has been approved.
- Search for a Registered Business: At the Minnesota Secretary of State’s Office, you can enter the name of any entity (person or business) to determine if the entity is a registered Minnesota business.
- $2,500 Annual Limit: Vendors that are not registered with the Minnesota Secretary of State are limited to $2,500 annually. These incidental services, will be processed on authorizations as an expeditious method of handling emergency situations. Therefore, there will be no Operating Agreements established with these vendors. Services and rates are negotiated and approved locally by the Rehabilitation Area Manager

Note: Minnesota Statutes require “Any person or business organization that conducts a commercial business in Minnesota under a name other than their full name must file a Certificate of Assumed Name with the Secretary of State’s Office.” You may acquire the necessary forms from the Minnesota Secretary of State's Office.

How to Lift Spending Limits
Organizations approaching the annual spending limit can have the limit lifted by submitting an application (Intent to Survey) to the Commission on Accreditation of Rehabilitation Facilities (CARF). Send a copy of the application and a copy of the check (application fee) to your Field Representative. Upon receipt, the Field Representative will contact you to establish a new Operating Agreement as a “CARF-Pending Community Rehabilitation Provider (CRP).” This status will allow VR counselors to purchase services, without spending limits, for approximately six months until the accreditation survey process is complete. Note: Established Limited-Use Vendors may not, informally, create new business entities, partnerships, or mergers as a mechanism for exceeding spending limits without obtaining accreditation.
